Adjust memories rollout defaults (#12231)

- Summary
- raise `DEFAULT_MEMORIES_MAX_ROLLOUTS_PER_STARTUP` to 16 so more
rollouts are allowed per startup
- lower `DEFAULT_MEMORIES_MIN_ROLLOUT_IDLE_HOURS` to 6 to make rollouts
eligible sooner
- Testing
  - Not run (not requested)
