iceweasel-oai 9d1e5df4b2 expand the set of core shell env vars for Windows. (#20089 )

https://github.com/openai/codex/issues/13917 and
https://github.com/openai/codex/issues/18248 correctly identify that

```
[shell_environment_policy]
inherit = "core"
```
is not functional on Windows because it carries an insufficient set of
env vars.
This PR expands that to match the more functional set from the MCP
client

codex-protocol

This crate defines the "types" for the protocol used by Codex CLI, which includes both "internal types" for communication between codex-core and codex-tui, as well as "external types" used with codex app-server.

This crate should have minimal dependencies.

Ideally, we should avoid "material business logic" in this crate, as we can always introduce Ext-style traits to add functionality to types in other crates.
