Michael Bolin d94e8bad8b feat: add --emergency-version-override option to create_github_release script (#4556) 
I just had to use this like so:

```
./codex-rs/scripts/create_github_release --publish-alpha --emergency-version-override 0.43.0-alpha.10
```

because the build for `0.43.0-alpha.9` failed:
