enhance(dev): scripts can read or write db graphs as full path files
...
This allows for easier use of debugging graphs as they are exported by
users as a file. Also DRYed up duplicated helper

fix(dev): deps scripts not handling relative and absolute paths for graphs

transact and create didn't handle relative paths. All scripts except
import didn't handle absolute paths

fix: move db-pipeline and datascript-report back to outliner dep
...
graph-parser is primarily a file graph dep that is maintained separately
from db graphs. We want to move as many namespaces out of it as
possible. Also moved differing count assertions to
their respective tests

fix: remove unused db.sqlite related fns
...
- remove sqlite-db/close! as its not used and didn't make sense to be
used in other electron ns
- remove sqlite-db/connections atom as its not needed
- remove read-graph as its not necessary
- rename cli.persist-graph as its primary purpose has changed
- update effected scripts

enhance: make bb dev:db-transact usable for any task

closes LOG-2647. This task was used to update multiple graphs
that were now invalid with the removal of :block/type "object"
