## Summary
- add a regression test for
`InterAgentCommunication::to_response_input_item`
- assert replayed inter-agent messages keep `phase:
Some(MessagePhase::Commentary)`

## Test plan
- `cargo test -p codex-protocol`
- `just argument-comment-lint`
